Although experienced with various types of government regulations, the majority of GSK's clients are involved with land use regulations which begin at the administrative stage. GSK represents clients with administrative issues at all levels of government.

Administrative law and litigation experience should be entwined together. For instance, John Groen represented Brian and Jody Bea in the Washington Supreme Court after the Columbia River Gorge Commission challenged the permit issued by Skamania County which allowed them to build their home on their property. The Washington Supreme Court ruled that the Gorge Commission could not challenge a permit after the time for appealing permits had expired. The Gorge Commission's attempt to have the Beas' home torn down was unsuccessful. This victory is important for all property owners in having certainty in the building process.

John's experience has been extremely valuable in the representation of other clients in the Columbia River Gorge, including the owners of the Viewpoint Inn, a hotel of historical significance. Approval of their permit will be the first instance of approval to initiate a commercial use within the Gorge.
